Those "best musicians" with an average of 10,000 hours by age 20 are, by any reasonable definition, experts at their craft.

But not those chumps who only have 9999 hours! They're not experts ~yet~!

Even if you redefine it not as 'mastery' but as 'expert(ise)', it's still absurd.
