Why not just add a button somewhere that says "enable notifications"? Apple loves these super unintuitive approaches. Blows my mind that anyone actually believes the marketing that they're "easier to use" than any other platform.

I think that’s this is because the “add to Home Screen” workflow is how you install PWAs on iOS and they want to restrict these APIs to PWAs.
