ATM or BISDN are not mentioned. The bellheads protocol was not H.323 but Q.2931 https://www.itu.int/rec/T-REC-Q.2931/en. Also, the netheads were not so sure of success and created the ATM Forum. https://en.m.wikipedia.org/wiki/ATM_Forum
