There are areas of the country with relatively stable weather and mild conditions (no snow, no storms, etc). Could work reasonably well there.

I thought the conditions he is concerned about are not merely bad weather. Doesn't his statement hint at giving up on self driving in SF/NYC/London urban traffic?
