If you had to pick a place to be homeless, this would be one of the best places. My experience here in Portland OR seems to reflect the same feeling on this. During the spring/summer months the homeless population explodes... then they move down south for the fall/winter seasons.

When you don't have a home, cold and damp are literal killers.
